Honda Element 2003 sputters / chokes when accelerating, especially on steep inclines. Code: P2646

My automatic Honda Element 2003 starts choking and sputtering on occasion when I’m accelerating, especially on demanding inclines. Code P2646 just popped up.

OBD2 says: Rocker Actuator Arm System Performance - Stuck Off - Bank 1

Does this mean I should clean the Rocker? And if that doesn’t work, to replace the Rocker? I just bought this code reader today and I’m not at all mechanically inclined, so I appreciate any help.

Maybe my best option is to get it diagnosed by a mechanic or is the OBD sensor giving me sufficient information that I can go ahead and try to attempt some fixes myself with youtube videos?
