Can I use my phone as WiFi adapter?

Hello,
I was wondering if it is possible to use my phone as an adapter for WiFi,
I already know about the USB tethering but I want to use the phone as the adapter to see the avaliable hotspots near me and choose to which to connect over my PC, is this possible to accomplish and if it is how?
