Help! Broke screws. Trying to get the housing assembly off.

All right guys. I’m working with my dad who’s an old school mechanic and help with the O’Reilly guys. O’Reilly guys told me to buy the blaster spray to get the rust off and I’ve done that. Tried a vise grip to try to turn the screws manually with no luck. Any other ideas??
