What is a blow off valve?

From my understanding it allows the excess pressure to release from the turbo once you let off the gas?

Does installing an aftermarket blow off valve help with anything? Or does it just make for a louder noise?

I’m looking at buying a used Ford Fiesta ST. Should I avoid if it has an aftermarket blow off valve installed?
