Why didn't Cecil turn [XXX] into a Reanimen?

Why didn’t Cecil turn Conquest into a Reanimen? They had already done it after the Invincible War so they had the tech to incorporate Viltrumites. I know he said they wanted to torture him for information but if one Reanimen = 20 soldiers then imagine what a Reanimated Conquest could do. Just seems like an oversight
