Best build around lga 775 socket

I have a Dell Inspiron 560. It has Core 2 Quad Q8300, Ati Radeon 4350, 16 GB of ram, the latest version of Windows 10, 500 gb 7200 rpm hard drive, and the stock 300w power supply. I want to upgrade the GPU and the Hard drive if possible, I am not sure about the motherboard but it’s probably full ATX. Could you all also recommend a motherboard with 4 slots for DDR3 RAM which can also overclock and a good power supply with it?

CPU Cooling problems: Just like 95C is normal for Ryzen, 100C is normal for Intel CPUs in many workloads. If you’re worried about CPU temperatures, please look at reviews for the laptop or CPU cooler you’re using.
