I think Euro is harder because there are more high-level teams that can challenge for the title. On average, the level of the teams that make it past the group stage is higher (in my opinion).

Finally someone who said it. Even the worst NT teams in Euros are full of players in respectable European leagues. Meanwhile WC is full of fodder teams with players nobody knows like Qatar, Saudi Arabia, Ecuador, North Korea, Panama, Tunisia etc.
