Asking for Lower ranked replies only because its two different games depending on rank and I dont think higher ranked players understand that the majority of the playerbase are not GM. Anyway, Roadhog can now heal more than most healers in one match, and they removed his one hit kill ability with another one hit kill ability?? How does this make any sense? All he has to do is put pigpen infront of him, hook, then fist and the enemy is dead. Yeah its slightly more complicated to pull off but its still a one hit kill move. His biggest counter, Reaper, cant even do anything against him anymore because if you get him to low health he heals and then its completely back to square one again, even worse if he has his pocket support with him.

I don’t think that Roadhog per se is OP.

If you look at the overbuffed statustics and look esp. at Bronze the winrate is at ~46% which is a sign for him being not OP.

I can relate in asfar as Deatmatch goes: In a Deathmatch Hogs are indeed OP. But the best strategy there for me is ignoring him at all and concentrating on better targets.

As I am mostly a Quickplay-warrior I can’t say anything about my rank but I see myself somwhere between bronze and gold which would qualify me as “lower level player”. In my games he’s been decent to deal with. Having an Ana in your team helps a lot. As a tank I have experience playing a Sigma against him or a Zarya. The point is that Hog is pretty limited to his one-shot capabilities - in a good way as well as in a bad way. If he’s able to land his hooks good for him. If you use shield to shield off hooks or in general stay out of his range he is no real threat. Of course there were some capable Hog players where I had a hard time with but overall I can’t say he feels OP.
