I don’t know if this is all games but I dislike how most superhero games have high stakes. The last Spider-Man game ended with the world being at risk.
Remember when Batman Arkham asylum was just a smaller scaled prison break that if you didn’t stop the game would imply the joker would commence a plan to take over Gotham? That felt appropriate and it’s not like a justice league/avengers sized threat. A matter fact, all the Arkham games are like that.
But I say, go further with lowering the stakes. Make a superhero game like the first Lego Batman where you had several villains going about their own plan after breaking out of prison. But instead of being Lego and linear, make it open world and make every mission towards each group available so you can choose who you want to go after first
