I’ve played it three times now.

What has been your experience? Specifically:

  1. Have you made any use of the special ability to levy city states?

  2. What victory type did you play for?

The first time I played I was slow to discover the second continent. I turned on Sic Dracones and built a pile of new boosted cities on the second continent. I raced to get bombers, and I conquered the world.

The second time I played I raced to those magical +5 mountain adjacencies and built holy sites. I saved the world by converting it to the One True Church in no time at all. For some reason the AI stopped recruiting prophets and only went 3/6 available religions, on Emperor difficulty. It was a breeze.

The third time I wanted to max out what I perceived as the scenario’s intended purpose, to levy some wild city states. I turned on the +2 first meet card and ran an early skirmished over the second continent immediately after researching Cartography, my first technology. I got +2 on every single one of the dozen or so city states. I completed some quests. I had piles of points to spend from my early monarchy and +2 points card. I was Suzerain of them all.

This gave me some nice numbers, but now what to do? I can walk levied troops far enough to attack an AI opponent with them, and none of them made an army strong enough, when levied, to conquer an adjacent city state. Which leaves me to wonder, what was the point of selecting the Raven King for this scenario? I levy a bunch of city states, and then what? Bounce them off each others walls?

How did you play this scenario? And what do you think the point was?
