I haven’t ever heard this discussed in potential rule changes but I think there should be some prohibition against this, beyond just the resulting foul. It would be hard but maybe it’s just you can’t intentionally put your hand writhing a foot of someone’s face when they are holding the ball (meaning when they aren’t moving or in a shooting motion).
