Will I be ok ripping this off or duct taping it?

I’m pretty sure this is just a part of the heat shield (2019 Mercedes Benz c300) will I be fine driving if I either cut that off, or duct tape it back?

What is the duct tape holding? It’s a bad angle and I can’t make anything out.
