Anyone know what this is?

I’m relocating the wiring cabinet from my bedroom closet out to my garage. Does anyone know what the green cable that is wired to the 110v plug is? This is new construction and the house was cabled by Vitex Systems in FL.

What about power to an alarm? What is the output voltage of that power supply?
