Best way to clean these wheels if possible?

My father gave my brother and I his old nissan patrol, patrol is in bad state and we would like to do some cleaning. Any tips would help and also recommend me a different subbredit if this one isnt right for this question. Thanks.

0000steel wool and bug n tar remover or chrome polish. Looks like mainly brake dust.
