Curious, does BMW Financial charge different interest rates depending what Incentives you are using?

My case with current incentives and interest rates on a 2024 X4 xDrive30i financed for 60 months. Kinda hard to get current rates as all their literature says to get it from the dealer, which always makes me suspicious

$1000 loyalty rebate 6.29%
$3000 military & $1000 Loyalty rebate is 8.69%

Never seen things like this, but I usually finance through my credit union.
