So, according to the sources, Hwei should be the last champion of this year and according to the Patch Schedule 13.24 is the last patch of this year, so Hwei should be in that since he needs to be on PBE for 2 weeks. The realese skin is probably gonna be Winterblessed according to what Riot said in the Arena updates post.
