This is good news for the tournament and even better news for fans attending the tournament. From everything I’ve read and examined, the All England Club has been woefully undersized for hosting a Grand Slam tournament in recent decades (as shown by the growth both the U.S. Open and Australian Open have enjoyed after moving to larger, more spacious locations), creating many problems for attendees and prospective attendees (such as lack of ticket availability and a lack of seating capacity on courts besides the two largest stadiums). This expansion will allow the AEC to construct a new, fairly spacious (8000 seat capacity) #3 stadium, new and larger seating capacity outer courts, and provide more room for fans to move around during Wimbledon.
I personally think the AEC should have moved the tournament to a different site in the London area (to avoid the ridiculous curfew issue and gain the opportunity to have separate day and night sessions, allowing more people to attend), but significantly expanding the current grounds is the next best option and still provides a lot of benefits.
