Whoever wins worlds is the best team of that year. Worlds is the S+ of all S tier tournaments
However, if u make it subjective, then any team could theoretically be the best. If you subjectify it by how many Bo5, Bo3, region tournaments they win, if its raining or sunny, which teams did they beat, their kda, etc
