Just bought a used car. What is this?

What is it? How cheap would this be to fix? Should I just slap some tape over it?

Body Work. Questions related to dings, dents, accidents, paint and so forth DO NOT belong here. Take the car to an auto body repair shop who can give you a qualified estimate.
