Good afternoon, my current linux gaming rig is running a 1070ti, what is the best amd upgrade option to upgrade from that preferably under 600 if possible with todays inflated prices.

Sounds like a 7800xt would be right for you.
RX 7800 XT
At a smaller budget entry point for linux gaming even a RX 6600 should give you an uplift. It is as performant as an 1080 while only consuming half the electrical power of the latter. More modern games and especially console-to-pc ports though are going to need more VRAM than 8GB.
