Just because “Turkey lost to Japan 4-2, and Germany lost 3-2 to Turkey” doesn’t mean it will happen every time.
What you also forget, is both games mentioned are friendlies. This is the time when some of the top players are switched for upcoming ones. There may have been injuries too.
Germany have had a couple of sucky years, but so have all countries at some time. Brazil lost to Columbia 2-1 in the WC qualifiers recently. I doubt this would happen in the actual world cup.
