Riot has stated multiple times that many players don’t actually change their armor runes most of the time, which results in mages bot lane often having somewhat inflated winrates. So, why not just let people “purchase” stat masteries once in the game, as a shop option assumedly?

This would also be hugely helpful for games where the enemy is playing a character with multiple viable builds, EX: AD vs. AP kat.
