No fuel pressure with new fuel pump - 89 Lincoln town car

I have an 89 Lincoln town car (stretched limo). It has a new fuel pump and filter. The pump is working and I can get it started with starting fluid and it will continue to run, but without the starting fluid I can’t get it to start. Has no fuel pressure.
