On the patch today, Jarvan Q got a cooldown nerf. As reasoning, Riot states " He currently accesses a large amount of haste through his build, which is leading to oppressive Q-E uptime."
This is, of course, true. It’s been true for multiple patches, and normally, my response would be that it’s about goddamn time. However.
Riot has said for some time now that they want to scale back haste from items. With mythics removed, and the items that they’ve shown in this preview, they are apparently doing exactly that. Furthermore, last night on Riot Phlox’s stream, he mentioned that the reason why Spear of Shojin is no longer restricted to non-cc abilities is because there will be less haste overall.
I’m not much of a Jarvan player, but nerfing him now doesn’t make sense, when in about a months time, his e-q uptime will be nerfed naturally via the item changes. Pessimistically, I’d say that if the item changes push jarvan out of meta, then these nerfs will help push him out of viability next season.
Riot can buff him when the new items come out.
