.bat error when triyng run file

i was trying to run .bat file on my laptop but every time when i double click on it there is an error thats says about UAC disabled.It also says that i dont have to run it as an administrator,but i cannot cange it,i didnt find any option to change it in properties . I tried to run it in every UAC option that are possible.Nothing works.

Can somebody help me solving abovementioned problem,please?
