I was scrolling through new items and the one fact, that was very standing out was, almost every single new item have some ,special" effect. As f/e stormsurge:

After 2 seconds, Stormsurge strikes the target with lightning, dealing 100-200 (based on level) (+ 50% AP) magic damage to them. If they die to the lightning or before the lightning strikes, it detonates immediately in a large area around them and you gain 30 gold

In this post however, it was very underlined that:

After observing the past few years, we think even unique item effects in the Legendary item system are overriding champions’ gameplay too much and would like to reduce it by some amount.

Do you think new items fulfill this idea? Almost every single new item have some ,special passive/active", that either deal more damage or give you movespeed or other stuff. While it might not be the old Divine sundered amount of ,special effect",

I personally think it still will be a little
find champion, that utilize these passives the best

and not
find items, that fulfill your champions needs best

    I mean, you can’t have completed “legendary tier” items just be like “+100 AD, +30% AS”, or they are more stale than they need to be. But the effects are seen on enchanter and mage items a little more so than the other classes, which does make sense. They have trimmed it overall, and still added some spice to things for interest.
