Advice on hanging rubber.

Hello All,

I hope you are doing well. The rubber piece recently detached from the car. I’ve tried to reattach the part multiple times with no luck. Any advice? What’s the purpose? Can it be removed or replaced by DIY?

I appreciate any help you can provide.

Bolt it back or even use zip ties or something along the lines of that
