They’re all just slightly different hairstyles and slightly different clothes. EVEN ILLARI HAS SOME GOOD SKINS AND SHE WAS JUST RELEASED

1.) seeing she didn’t sell as well as characters like kiriko they don’t find the need to make skins/good skins for a character that doesn’t sell well
2). Seeing as sojourn is just a cyborg lady and isnt conventionally attractive, there’s not much u can do with her either.
She only appeals that she has a big ass. Other than that, she’s pretty damn plain.
