One of those hits resulted in a flag but no fine or disciplinary action by the league whatsoever.
The other resulted in a flag, an ejection, a fine and a suspension.
So when Dorian Williams has another hit like this, he will not be a “repeat offender” because the league didn’t acknowledge the hit to be illegal at all the first time.
And that’s why the “repeat offender” argument is complete nonsense. These hits happen multiple times IN EVERY SINGLE GAME. Sometimes they’re flagged, most times they aren’t. And even more rarely are the players fined for it. Kjack is just straight up being targeted by the league.
