Replacing this cross over tube and need to clean the surface before reassembly. Not much room grinding tools. Recommendations on what to use by hand?

Body Work. Questions related to dings, dents, accidents, paint and so forth DO NOT belong here. Take the car to an auto body repair shop who can give you a qualified estimate.
