Which is better?

HP Laptop 15-dy1xxx or Dell Optiplex 3040? I’ve had the laptop for a while but I’m wondering if I should switch to the Optiplex? It has 500gb HDD compared to my laptop’s 256, 16gb Ram compared to laptop’s 8, but my laptop has windows 11 and I’d need to install it though a usb on the Optiplex. After I go through the trouble of doing that, would I really have that much of an upgrade?
