i have a i7 6700, rx6600xt and the dam game still wont run properly at all im stuck getting 44fps no matter what i do

i forgot what i have its not even mine its my roommates, but it was a prebuilt from best buy and im running 300 fps (or at least my screen says that) at ultra for 800$
