Im am confused and need an answer lol.

so my country gets 10k tickets for each group game. from 1-12 december we can register and the ballot will decide who gets a chance to buy the tickets…but here is what i dont understand.

everyone can buy 4 tickets. so if 10k people register and get a chance to buy tickets and they all buy 4 that is way more than 10k. so how will it work?

I guess you are not guaranteed tickets even after you are succesfull in the ballot ?
