Car not starting and loud rapid clicking noise can i rolling start?

Hi This morning I tried to start my car and it just made a rapid clicking noise and won’t turn over. I figured it might be a weak battery because it been sitting for about 3 weeks but I’m not 100% Sure Could anyone let me know if it’s safe the rolling it down the hill and dump the clutch? (B7 A4 3.2 Quattro)
