Is there a way to improve power efficiency?

My server has a X9DRH-IF motherboard, with dual Intel Xeon E5-2650 v2, and 256gb of ECC Registered RAM in a 16x16gb configuration. My power bill is getting ridiculous, Is there a motherboard CPU combo that would be comparable but more power efficient? I would like to keep the RAM if possible and keep the budget small if possible.

I don’t care what brand CPU as long as it works.
