What is really required is member states enforcing their laws. There are paths to removing member state citizens from your country. They are not all that difficult or unreasonable, for example there are time limitations on getting a job. These just need to be enforced.

There needs to be a wider bloc discussion on passport programs for investors, in that it should be entirely banned.
