GigaClear (UK) just installed infrastructure on my street, can other providers use it?

Currently on FTTC. GigaClear came recently and ran fibre conduits under all the pavements for FTTP. I know we’ve had a Fibre multiplex thing at the end of the road since 2022,

I understand GigaClear carried out the work, but as it runs under public pavements etc, is it open for other ISPs? GigaClears reviews are absolutely terrible.
