Reinstalling Windows Query

Hi, I previously made a post here:

I have decided to reinstall windows completely (without backing up files, I don’t mind losing them) following this subreddits guide, but I want to ask if I can use my friends pc (rather then a Linux Live USB) to install the Windows Media Control Tool and create the USB installer?

The subreddit guide says to use my own PC to create the USB installer , but I have been advised in my previous post not to, as it is unclean. Will using my friends pc to create the reinstall USB be fine (before using said USB to reinstall windows on my original PC)?
