It came out in the era of vehicular combat games, and the only thing setting it apart was the Sim City gimmick. The game was riddled with bugs. It would often crash because the AI drove into a building or something. Some of the standalone missions were impossible. The stories were nonsensical, yet really campy and funny at times.
