2018 Toyota RAV4

Went out to a rainy morning today and my headlights weren’t turning on- both low and high beams were off. Side indicators worked fine. Wasn’t able to check rear lights.

I want to change the bulbs first to see if that’s it, but I was wondering if I should replace all four bulbs (2 lows, 2 highs) or start with just the lows. I read conflicting information online that highs can go off when lows die, and highs and lows are separate so they should affect each other.

With all 4 going out at the same time does that mean that this can be wiring?
