The reason you have folks lined up for a mile on the way out the stadium — at the end of the line, you have three buses parked, but staff at the end is bottle necked filling one at a time. If you had more staff at the end of the line, you could expedite boarding into three lines for all buses parked. So two empty buses aren’t sitting there waiting.

In the time OP posted, he got out of the shuttle line, went to the 7-Eleven on Arbor Vitae, got himself a stick of boneless wings and a Gatorade, got back in-line and then consumed the wings and drink, and got on the 3rd bus in queue to post this.
