It should be possible for Riot to find the funds and methodology to be able to manually review games for toxicity and suspend / ban the worst offenders.

My belief is that that it is not only feasible, but also sustainable and would be good for the long-term health of the game.

It could look something like this:

  1. Develop a set of about 10-20 items which are considered toxic behavior, including a description of the behavior, and examples of what constitutes infractions.
  2. Develop an algorithm (Using a variety of inputs, including reports) to detect games which should be manually reviewed for toxicity.
  3. Develop an in-depth training regimen that can be used to train a labor force to successfully and objectively detect toxicity during manual game review. (Very difficult, but should be possible).
  4. Create a low-cost (likely India or China based) labor force for manual review of games.
  5. Start punishing a high proportion of toxic incidents, starting with light suspensions, chaining to longer suspensions for additional infractions, and eventually perma-bans, ideally linked to phone# or IDs
  6. Develop a few training modules to inform offenders of what they did wrong. These can be longer and more in-depth for repeated offenses

The up-front costs for this would be incredibly high, mostly in training, supervising, and paying the manual review labor force; however, as league became less toxic, and players more educated on toxicity, the costs for that labor force would decrease. Ultimately I believe the long-term pay offs for a less toxic league would be well-worth it. And I’m sure riot could figure out ways to fund this. I for one would absolutely pay a high monthly subscription fee to have games I report to be manually reviewed.
