Hello everyone! I have had this issue for close to a year now, and I can’t figure out what else to try.
When I go to install a game, I get the issue shown on the attached image. The download speed starts great, but then it cuts to 0 every five seconds. And it almost never goes back up to the speed it started at. Steam is the main offender, but I have experienced it on Epic Games, Ubisoft, & EA as well. The one time I don’t experience it is when I install League of Legends. Throughout this past year I have tried the following:
- Clear download cache in Steam.
- Limit download speed in Steam.
- Flush & Renew DNS in Windows.
- Re-install Windows twice.
- Upgrade to Windows 11 Pro.
- Update all drivers, firmware, & BIOS.
- Change “Speed & Duplex” value to “1.6Gbps Full Duplex” for my LAN Driver in Device manager since I have 1GB Download & Upload Fiber Optic Internet.
- Change the X.M.P. Profile in my BIOS settings to the default profile for my RAM instead of having it disabled.
- Got a new motherboard.
- Got a new Processor.
- Got a new Graphics Card.
- Got a m.2 Hard drive & installed Windows 11 Pro on it.
- Switched to Cat6 Ethernet Cables.
- And probably more.
At this point I’m at a loss on what more I can do. I’m hoping you guys will have some suggestions for more things I can try. The one thing I haven’t replaced is the CPU Cooler & RAM. It’s a liquid cooler that came with the case (since the computer was technically a pre-built before I replaced almost every part in it over time). But I don’t think it’s that because the temperatures for the CPU are between 27 & 41 Celsius while installing a game. Below is my current system specs. Thank you!

Extra Hard drive #2: Seagate 4TB BarraCuda SATA 6Gb/s 256MB Cache 3.5-Inch Internal Hard Drive (ST4000DM004)

Sorry, should’ve clarified. I have never installed games onto the HDD, the Seagate 4TB. I only install games on the M.2 SSD and sometimes on the Samsung SSD.
