Replaced fuel pump now engine cranks but wont turn over.

I replaced the fuel pump because the line was so rusted it was spraying gas.

I have about 2 gallons of gas in the tank which was what was left over when I drained my tank. I checked the fuse it’s good. I turned the key back and forth about 20 times and still nothing. A few times it kind of sputtered like it wanted to start but nothing. My main question is, does it just simply need more gas in the tank to start for the first time?
