Title says it all. They nerf doom is a very significant way then they psudo nerf the supports. Meanwhile many supports can out heal most dps considering that dps miss some shots and supports pretty much never have to miss.

Whoever is in charge of these decisions does not have a grasp of the dynamics in their own game.
