Declare war, settle right next to enemy, massively fortify, make peace, no grievance. Aside from the small risk of losing units or a city, there seems to be no problem of generating grievances with the AI for settling close during a war. When you declare war, the AI isn’t always prepared, and some of them go into defense instead of offense, so combat may not happen for turns. In 10 turns, you call for peace, and they comply. Sounds like a workable plan for a land grab. What am I missing?
