Does it make sense to have photos in Files Station and then duplicated in Synology Photos? I’m new to NAS in general and don’t want to lose any photos in the event I uninstall Photos.

You should move your photos to synology photos. There is no benefit having 2 copies/duplicates. You can simply move the files without going through synology photos and even keeping your folder structure. It will index the files automatically.
