(really hoping I’m not treading on well-worn territory with one. I follow the civ community pretty peripherally)

Something that came to mind while listening to the Revolutions podcast (currently relistening to French Revolution) is that revolt in cities seems to only occur due to proximity/lotalty. I think that as mod or feature in future civ games is the addition of potential revolt around culture/science advancement and government/policy changes.

Attaching some kind of loyalty shift to historically relevant technological or cultural achievements or the culminations of change in eras would inject a sense of instability that can be really seen in the history of these civilizations.

I think this would add a compelling factor to the civ experience. Best summed up in the slogan Change Risks Revolt
