Has anyone else noticed missing frames or frame jumps when watching 24Hz 4K content since the 17.1 update?

I always have match framerate & dynamic range set to on. And I’ve always had nice smooth playback. But since 17.1 I’ve noticed some jerkiness especially on pans – it shows up as a slight pause or jump about every 4 or 5 seconds.
