It that a bug, or the programmer’s way of saying “next time build a harbor first, asshole”?

Seriously, why, about half the time when there’s a city with both coast access and a one or two tile lake, does the thing end up in the lake?

Is there a long and proud history of lake-faring civilizations who conquered the world with their lake sailing frigates and battleships?

Not counting ironclads in the U.S. civil war, I mean.

Or is it dependent on which the city had access to first, like when founded it had a lake, but took more turns to cover coastal tiles? Last one I screwed up, not sure if it had coast tiles from the start. But Still, come on.
